A percentage is not a measurement

“Blocks 95% of noise” is not a claim anyone can check, because noise is not a single quantity. What can be measured is attenuation: how many decibels quieter a tone becomes at a given frequency.

Attenuation is also not linear in the way percentages imply. Decibels are logarithmic, so 10 dB is roughly half as loud to a listener and 20 dB is roughly a quarter, and a manufacturer quoting 40 dB is describing a laboratory best case at a frequency of their choosing.

Where a figure is published at all, read the frequency beside it. A number without one is marketing.

Cancellation works at the bottom of the range

The physics constrain it. Cancelling a wave requires generating its inverse in time, and high-frequency waves are short — a 4 kHz tone has a wavelength around 8.5 cm, so being a few millimetres out of position turns cancellation into reinforcement.
