TSA permits wrapped gifts in carry-on and checked bags. The catch is screening, as TSA’s Philadelphia-area release of 10 December 2024 spelled out: if a wrapped present triggers an alarm, an officer has to look inside, and the wrapping comes off.

TSA’s advice, in its holiday release and on its Travel Tips page, is to use gift bags or boxes with tissue paper instead of paper and tape. An officer can lift the tissue, check the item and put it back, and the gift arrives still looking like a gift.

The 3.4 oz rule applies to gifts too

A gift is screened like anything else in the bag. Liquids, gels, aerosols and spreadables in a carry-on must be 3.4 oz (100 ml) or less and fit in 1 quart-sized resealable bag. TSA’s shorthand: if you can spill it, spread it, spray it, pump it or pour it, and it is larger than 3.4 oz, it goes in a checked bag.

TSA allows a snow globe in a carry-on only if it holds less than about 3.4 oz of liquid, roughly tennis-ball size, and the whole globe, base included, fits inside the 1 quart-sized bag. That bag is the only one allowed per passenger, so the globe shares it with the toothpaste. Anything bigger goes in a checked bag.

Electronics gifts follow the battery rules

A gift with a lithium battery is screened as electronics, wrapped or not. Under the FAA’s PackSafe rules, spare lithium batteries and power banks must travel in the cabin, never in checked bags.
