Above 45°F, most healthy dogs are comfortable without anything. Small, thin or single-coated dogs may not be.
32 to 45°F is where small breeds, thin-coated breeds, puppies and elderly dogs start to need help. Large double-coated dogs are still fine.
20 to 32°F is unsafe for most small and single-coated dogs without a coat, and time outside should be limited for everyone.
Below 20°F is potentially dangerous for almost every dog regardless of coat. Northern breeds tolerate it, and tolerate is not the same as should be left in it.

Single and double coats are different machines
A double coat has a dense insulating undercoat beneath longer guard hairs. Air trapped in the undercoat is the insulation, and the guard hairs shed water and wind. Huskies, Samoyeds, German Shepherds, Golden Retrievers and most Nordic and herding breeds have one.
A single coat has guard hairs and no insulating layer. Greyhounds, Whippets, Boxers, Dobermans, Vizslas, Poodles and most short-haired breeds have one, and their tolerance is far lower whatever their size.
Putting a coat on a double-coated dog can make things worse. It compresses the undercoat, which removes the trapped air doing the insulating, and it traps heat during exercise. A Husky in a padded jacket is being helped with something it already solved.
Never shave a double coat for summer either. The undercoat regulates heat in both directions and grows back wrong.

Three measurements, and girth decides the fit

What a coat has to do to be worth wearing
